Policy Paper Components
As with research papers, there is not just one way to write a policy paper.The University of Texas has a nice website with a detailed model, “Suggestions for Writing Policy Analysis”.
The basic elements of a policy paper include:
Description of the context and importance of the problem.
It is helpful to careful define the problem and frame it as a specific question to be answered.
Discussion of a range of policy options.
These are the choices for addressing the policy problem.
Criteria for judging policy choices.
This is the step that often is missed in policy analysis. Writers often fail to be explicit and may even assume that everyone shares the same ideas of what the criteria for making a choice should be. This is a mistake. Indeed, it is an important service to the reader (and to the decision-maker) to know the reasons for recommending one policy (or set of policies) over others. There often is major debate about criteria that should be used.
In his book, A Practical Guide for Policy Analysis, Eurgene Bardach helpfully notes that such criteria are best thought of as applied to “the projected outcomes” of a policy choice. He makes the useful distinction between evaluative criteria, such as efficiency and fairness, and practical criteria, such as legality and political acceptability.
The policy recommendation.
Ideally, the policy recommendation should flow from the logical application of your criteria to your policy choices. This is illustrated in the hypothetical example (see table) below.
In this example, the researcher was able to make clear outcomes about how the policy choices met some criteria (Policy Choice A fails to meet the first criteria of legality). However, it there is some uncertainty about others. For instance, it is unclear how Policy Choice B would affect the criteria of inclusiveness, or how to judge the cost effectiveness of Policy Choice C. In the real world, we may need to incorporate such uncertainty into our policy judgments. But it is important for the policy analyst to be clear to readers and decision-makers where that uncertainty exists.
Another thing to note is that not all criteria are equal. It may be useful to rank the importance of criteria. Many of us would likely consider legality a necessary criterion. This would allow us to immediately remove Policy Choice A from our list of choices without any further consideration.

You will conduct two interviews with practicing professionals in the field of law enforcement. These individuals may occupy positions in federal, state, county, or municipal police agencies, probation, parole, public defenders, judges, or prosecutors’ offices.
It is preferable that you conduct the interviews in person, but telephone interviews will be acceptable if in-person interviews cannot be arranged.
Focus on the following questions in your interviews:
Why are ethics and character so important in the field of law enforcement?
Do the interviewees feel that police are more ethical today or were more ethical 10 years ago?
Why do police officers become involved in misconduct?
Do the interviewees feel that there is enough training offered in ethics at the police academy level? If not, why is that?
Do the interviewees believe that law enforcement agencies are doing enough to promote diversity, equity, and inclusion in their recruitment, hiring, and procedural practices?
Should ethics training be offered as an ongoing process for law enforcement officers?
Do the interviewees feel that education and/or training in ethics would reduce incidents of police corruption?
Report the results of these interviews in a paper that answers the proposed questions. Apply to your paper information that has been read and discussed in class on various ethical issues to form a synthesis of practical law enforcement ideologies. Be sure to discuss with the interviewees at least four contemporary ethical issues that they are dealing with as criminal justice practitioners. Finally, offer your own insights on the perspectives of the individuals you interviewed and materials covered in the text readings and Seminar discussions.
The paper will be a minimum of 6–8 double-spaced pages using a 12-point font. It must be in APA format.
In addition to fulfilling the specifics of the assignment, a successful paper must also meet the following criteria:

Viewpoint and purpose should be clearly established and sustained

Goal: The purpose of this assignment is for students to properly design a one week
exercise program using the FITT principle, and exercise prescription concepts.
Instructions: The PWP assignment is a daily log of the goal-related exercise. Your
fitness goal will be based on which health-related fitness component you are targeting.
For each day, the FITT principle must be used to log that exercise. Do not journal what
you did, provide the Frequency, Intensity, Time, and Type of exercise done for each
session. Under “Type” you will also record which component the exercise is targeting:

You are being evaluated on the accuracy of your regimen. Deductions will occur if you
you say your “Type” was Cardio but you put the wrong amount of “Time” for a Cardio
workout or a wrong Exercise that is more for flexibility and not cardio. If you say your
exercise “Type” was Strength but the amount of weight used was not correct, or the
amount of sets and reps you performed were more designed for endurance, then the
“Type” should have said Anerobic or Resistance with a 3, not Strength. If you are doing
Cardio but under intensity do not have a THR with bpm, it is incorrect. If you are doing
strength but under intensity do not have % of 1RM. All these details and terms can be
found in your Building a Fitness Regimen lecture.

UNIT EIGHT: DATA ANALYSIS PROJECT
All Excel output should be copied into a single Word document where you must enter all of your responses to the questions below. Format the document professionally so it flows well. Include a table of contents.
* Choose any published database from the internet or Bethel library (such as those from the Census Bureau or any financial sites). You may opt to use one of the data files provided by the instructor if applicable.
* Get advanced approval from the instructor on your chosen database.
* If the file is large, randomly choose 200 of the observations from the data.
* Explain each variable in the file that you are analyzing. Be sure your file includes at least 3 scale variables and at least 2 nominal variables.
* Conduct a descriptive analysis on any 2 interval / ratio variables you wish using Descriptive_Statistics.xls and Frequency_Distribution.xls. Explain the output.
* Conduct 3 different hypothesis tests of your choice using appropriate variables from the file (note: you must use 3 different tests and not run one test on 3 different variables). In each case, state the variables being tested as well as the hypothesis, decision and conclusion. Use 3 of the following (1-Sample Test for Means, 1-Sample Test for Proportions, 2-Sample Test for Means – Independent Samples, 2-Sample Test for Means – Paired Samples, 2-Sample Test for Proportions, Analysis of Variance, Chi Square Goodness of Fit Test, Chi Square Test of Independence, Correlation Test).
* Develop a model to predict an interval / ratio variable using at least 2 other variables. Use Multiple_Regression.xls and state the regression model and which variables are or are not significant. Also, use the model to make a prediction by making up values for each of the independent variables.
* Write a one to two page summary of your findings. Include the data file in the appendix.
