As you know from the live session, recreational and medical marijuana is legal in California (i.e., under state law) but continues to be illegal under federal law. Specifically, Congress passed the Controlled Substances Act, which categorized marijuana as a Schedule 1 drug. Other Schedule 1 drugs include heroin and LSD. Further, Congress can regulate and restrict the intrastate (entirely within a state) consumption of marijuana via the Commerce Clause (See Gonzales v. This weeks discussion post reviews the aspects of
classical and behavioral management theories that have contributed to todays police organizations, as well as
what certain aspects should be
discarded. To be able to apply each theory it is important to know and understad both of them first. To start with the classical theory which is
based on the thought that workers only have physical and economic needs. According to Villanova University (2021), “Unlike more modern workplace management theories, it does not take into account
social needs or job satisfaction.
Instead, classical management theory advocates aspecialization of labor,centralized leadership and decision.making, and profit maximization”(par. 1). Two aspects that stand out within classical theory are the centralized leadership and decision-making. The centralized leadership plays a major role within law enforcement as it allows one leader to be in charge of groups and pass
messages or orders down the line.This assists in avoiding conflicting thoughts about what should be done;furthermore, this intertwines with the
decision-making aspect as there are not multiple people conflitcing about making different decisions and
leaving room for disagreeing and arguments. Within the classical management theory there are three main concepts. These concepts are hierarchical structure, specialization and incentives. The hierarchical
structure allows for different levels of management from the top, middle,and lower levels within the chain of command. In law enforcement these would rank from highest to lowest:
Chiefs of Police, Lieutenants or
Captains, Sergeants, Detectives, and then Officers. Having a hierarchical structure allows for a solid chain of command and understanding the roles one plays within the criminal justice system. The next concept is specialization, this involves employees understanding their roles in certain areas and generally specializing in that area. For example,homicide detectives will specialize in
homicide cases and generally work those rather then a detective who specializes in white collar crime. The last concept involves incentives. The
classical theory belives that employees will be strongly motivated by financial rewards. Classical theory states that employees will tend to work harder and be more on task
when they are aware that they can be awarded incentives for the work they have done. Within law enforcement this concept can be a positive and a negative. Of course the positive would be officers remaing more on task and being diligent with their work, but a con may be if an officer has a set quota to meet for traffic stops for an incentive, then the officer may attempt to reach that number by making faulty traffic stops which can
then lead to larger issues. The next theory is behavioral management theory. The behavioral management
theory will focus on human relations within the work environment due to the human dimension of work where
it can often be called the human
relations movement (Lumen, 2019). A big part of behavioral theory involves working in big part of group power. A
big plus with this aspect is allowing others to also feel empowered and having a voice, but this can also lead to disagreements on certain decisions and depending on the situation there may not be time to argue whos point or idea is better. It is important for
police managers to be able to
understand each system as they can implement some positive techniques from each system into their own. Additionally,
understanding the theories along with managers understanding their group members can lead to many
